Our software development and delivery project focus on managing Section 111 Medicare, Medicaid, and State Children’s Health Insurance Program (SCHIP) Extension Act (MMSEA) files, crucial for tracking coverage overlap between Group Health Plans and Medicare beneficiaries. These files, sourced from external vendors, contain detailed member data including effective and termination dates, undergoing rigorous processing to generate outbound files for submission to the Centers for Medicare & Medicaid Services (CMS). Our project adhered to CMS regulations by implementing processes to filter records with future effective dates from outbound files and extend records with future termination dates until accepted by CMS.

The Blue Cross Blue Sheild (BCBSA) initiated a strategic project to enhance provider engagement and streamline Medical Record (MR) retrieval for Medicare Advantage (MA) members residing outside their primary service areas. Home Plans lead care coordination, while Participating Plans engage providers to support out-of-area MA members. MA Preferred Provider Organization (PPO) out-of-area group membership data is transmitted to the National Data Warehouse (NDW). Provider Engagement requests for Stars Care and risk adjustment gap closure, along with MR retrieval, are processed via the Provider Engagement Exchange (PEX) platform.
The twice a year enhancement projects aimed to optimize communication and collaboration, ensuring comprehensive care for out-of-area MA members through efficient use of NDW data and PEX capabilities.

The project’s objective is to maintain ongoing compliance with state mandates under the pursuant to Act 42 of 2019, the Commonwealth of Pennsylvania transitioned from the Federally Facilitated Exchange (FFE) to its own State-Based Exchange (SBE) framework while addressing operational hurdles related to enrollment transactions. The scope includes correcting errors associated with cancel and add transactions, particularly those involving overlapping enrollment dates, and aligning Pennie’s Enrollment system with operational requirements.
